Notes:

I found many of this insect on the underside of a blade of a napier grass. They're about the size of a mosquito.

Gnat is a fungus-gnawing fly, while this one is a planthopper.
Lani, It is not a Gnat, I agree with arne.roysland: Long-winged Planthopper, Cross-eyed planthopper, Palm derbid. Body length 04mm. Proutista moesta, Westwood, 1851. Familia Derbidae
