Description:

Brown, spikes, pink tuft at end, jewel looking spots on it, no noticeable legs.

Habitat:

Found outside on brick bathroom wall at a state park

I would say a Question Mark butterfly chrysalis. It must have been knocked down from wherever it was hanging. Hopefully it hatched ok. http://bugguide.net/node/view/675243/bgimage
I agree, looks like a chrysalis..Be careful not to remove a chrysalis from where it is hanging. It's a very cool one!
Looks like a butterfly chrysalis. That pink tuft is probably the silk pad it used to attach itself to a surface.
