Yop, is a cormorant with a fish in his mouth :-)
This actually looks like a cormorant rather than a grebe :) Judging from that bright orange around the bill, I'd say you can ID this as a double-crested cormorant! http://en.wikipedia.org/wiki/Double-crested_Cormorant
