I don't know why or how it was hanging upside down. It's hind legs do not appear to be touching anything but there was no web. His wings were not active.

You'll often see dead flies perched at the top of a plant. Usually they have been infected by a fungus. The fungus actually causes them to climb to the top of the plant, where they die. The fungus then produces spores which eventually burst and are spread by the wind, only to infect more flies.
