Neil you are correct... This snake pair about to mating..!!
Looks like a pair of black kningsnakes to me. It seems to be a male trying to mate with a female. The bottom snake seems a bit larger and that's my basis to assume that it's a female snake.
Yes, I agree with Alice. Definitely 2 snakes.
The believe there are two snakes in the picture. Either a male and female courting/mating or two males wrestling to establish dominance.
