spotted on dead tree

Notes:

this wasp was carefully gnawing off short pieces of bark and carrying it to a hole in an adjacent stump

It does appear to be a blue mud dauber by the examples in severaal links. But I cannot find any reference to the behavior that I've described. The area where it was spotted is fairly arid ridge of coquina sand and rock. Not ruling out your ID, however.
