I'm sure we're on the right track but I can't seem to find this one in particular. The wings are iridescent black with a transparent bar and the eyes are lightly colored, as opposed to near transparent wings and black eyes.
It looks like it might be a giant ichneumon, but I'm not completely sure. As I look more, I'm less convinced it's Megarhyssa, but check out other wasps in the family Ichneumonidae and that might get you closer.
