I think the white marks are for mimetizing a Campopleginae Ichneumonid wasp
thanks pablo... And, yes auntnance123, I agree it is Insects of the order Diptera (fly, bee).
I think it's a kind of fly. Love the white "socks"--we have the same or similar bug here in Florida
