Growing from a plant that is crawling out of a gap in the sidewalk an is hanging into the gutter.

Morning Glories can creap along the ground especially the wild ones http://en.wikipedia.org/wiki/Morning_glory
That looks very similar to some Petunias that I have. But Petunias trail, or mound. They aren't vines as far as I know.
