Definitely a rosette form of Drosera.
Meik Meißner
Looks like a carnivorous plant. Were the white hairs covered with some sticky liquid? It might be a Drosera species, maybe Drosera erythrorhiza. Hope this gives you a hint for further identification. Cheers
