I have been searching in my guide books and still haven't found a match. Thin leaves with small buds.

Thanks Emilie! I think you got it. We have a couple species of Minuartia here.
It looks a lot like Minuartia sedoides, which seems confined to european high mountains. Check american species in the Minuartia genus; family Caryophyllaceae.
