shiny leaves with holly-like spikes around the edge; flowers in spiky clusters, white with minimal petals and yellow center

Habitat:

in a rest area in the Siskiyou Mountains; high altitude, dry

Prunus ilicifolia looks like a good bet. Since it was planted in the rest stop landscaping, I think it's likely. Thanks.
Definitely a Prunus. It looks like Prunus ilicifolia but I can't find it in that area. There are Prunus virginiana - chokecherry in the area but the leaves look a little off. You can check this site for native plants in that area: http://www.cnplx.info/nplx/cprofile?cc=SIS&lifeform=Shrub#natives
