The black-to white beak indicates a mature adult, probably female based on the neck feathering

Looks like C. tibicen tyrannica. Either a female or a juvenile. We have what I describe as 'mini magpies' in Tasmania, C. tibicen hypoleuca. The mainland ones are much bigger and have huge bills by comparison.
