ceherzog, you're right, white flowered A. obesum. I didn't know they could be white also.
I'm thinking that is a white flowering species of Adenium obesum, Desert Rose. I'll do a little research. Same plant family as Plumeria, Alice.
A type of Plumeria. I had a bush like that until our cold winter.
