strange curved orange growth on plant

Habitat:

temperate forest

Notes:

I spotted this in Short Hill provincial park. I've never seen anything like it. It was on a few of other plants in the area in different stages of growth. This was the largest one I saw.

I'm thinking some kind of gall but not sure what it is. It didn't appear to have any insect like creatures in it.
so strange! Looks like plant cancer!
