This looks similar to Tetraselago wilmsii, but I don't know if you'd find it in that part of the country. http://localhost/sntc/updated2014/flora/speciesinfo.asp?spid=2733
The flowers resemble lantana or even ornamental lilac but that doesn't make sense with the stems.
I'm not sure. Can you provide any links? I'm having a hard time finding any matches.
Could this be blue haze (selaginella serrata) which is found in mountainous areas ...
