In Australia this is what we call a daddy-long legs spider and in all the field guides I have never heard of them not building a web. They are extrememly common in my house and they all have webs. I looked up the cellar spider as I had never heard of them being called that and it actually has the same scientific name as I have here. So it possibly is just a different common name as is used elsewhere. http://en.wikipedia.org/wiki/Pholcus_phalangioides

Incorrect identification- this is a Cellar Spider. Daddy Long Legs 1) do not build webs, and 2) have a single, circular-formed body, which the head is literally a part of it. The Cellar's is visibly more elongated/segmented.
