Description:

Juvenile and first-winter birds are mainly brown with darker streaks and have a dark bill and eyes. Speckled full like bird with white poofy neckfeathers that we saw walking to Summerfest along the Menominee river.

I don't think this is Ruff - palmated feet, short neck and gull like beak; I'm betting on some juvenile gull...
