it is weblike material and about foot long from start of web to the sac bottom

It's a type of webworm, the caterpillars of a moth that build a communal "nest" in their food plant of choice. We have them here in Oregon(USA) too, although ours are on conifers. I couldn't tell you the exact species, but that should give you a start on looking them up
