Found a family of something on my milkweed plant seedling. Mites or aphids??

nop, aphids have two "horns" at the back where they produce "honey" so they can feed ants http://en.wikipedia.org/wiki/Aphid
Juan I felt they are black horned Treehoppers... may be I am wrong.
