Monkey-mind: They are net-winged beetles, Calopteron discrepans.
I agree with the ID Cynthia suggested for these beetles. As for your concern, they are native to N. America but do tend to gather in aggregations sometimes as a protection against predation: http://entnemdept.ufl.edu/creatures/misc/beetles/banded_net-winged_beetle.htm.
