Species ID Suggestions

Eastern Garter Snake

Yeah, I thought garter, but it's in the area where I see water snakes very commonly. That's the only picture. Should I change the ID?
Garter Snake would be more consistent with that dorsal stripe.
Do you have any other photos of this snake? The markings don't seem consistent with a sipedon to me.
