it's about 1-2 feet tall, herbaceous. petals of flower fall off easily.

Habitat:

coastal prairie. grasslands near scotts valley high school.

Looks like it's an introduced flax. Flax flowers commonly shed their petals easily, which, along with the 5 petals and spindly growth, are good field marks.
