definitely great spangled fritillary - the key is the pale yellow band on the underside of the hind wing: http://wisconsinbutterflies.org/butterfly/species/64-great-spangled-fritillary
It seems to match the description and image best with the Aphrodite Fritillary. It is supposed to have a darker eye than the others. Posting another picture, as well as the following link- http://bugguide.net/node/view/4334
Have you considered an Atlantis Fritillary? Speyeria atlantis
And the flower is an Echinacea http://en.wikipedia.org/wiki/Echinacea_purpurea which is a great plant for bees and butterflies ... and humans.
Not a gulf fritillary. It might be a Great Spangled Fritillary, though.
