I saw it crawling on the street, I think it is a caterpillar and it will turn into a butterfly. Can someone confirm?

It's a type of caterpillar known as a cutworm, and will eventually turn into a fairly small brown moth. Cutworms are generally not welcome in gardens, where they do great damage to both food crops and ornamental plants alike. http://en.wikipedia.org/wiki/Cutworm
