I am not confident of the species since I believe the named species is African, but this was at a bird sanctuary so it could have been an outlier

its a bird sanctuary near Kobe Japan where they are cared for & monitored, etc.
I got a same spot but not as good as yours...hopefully I will have an ID when you have yours..http://www.projectnoah.org/spottings/6870030
nice colors on the crest..I see that its banded too..is it perched in an exhibit someplace, or is it in the wild?
