I spotted this on the Bruce Trail in Queenston park. I've never seen one before.

I've added another photo of it very close up. I wasn't going to add it because it didn't come out nice but I think it will help with ID. I'm still not sure if this is a netwing. It doesn't appear to have shiny, rigid wings.
The first set remind me more of butterfly wings with powdery scales. I was looking at netwinged beetles and this appears to have a different head and thorax.
reminds me of the net winged beetle, are the first set of wings hard and leathery or do they have powdery scales?
1 pair of wings or two? Flies have one, most other insects have two. Looks something like a moth we have here - except mine is black with spots of bright red
