The definite line separating the redish throat from the white breast distinguishes this female Common Merganser from the female Red-breasted Merganser which has a gradual colour change from rust to whitish-grey on its throat.
It's either a Common Merganser or a Red-breasted Merganser. Judging by the location I'd say Common Merganser.
