Description:

small white flowers on green stalks about 6-8 inches tall. No apparent leaves, but that could because the hillside was just mown. This is a species of native orchid

Habitat:

roadside

This is the first one I've seen - just seems to have popped up

From the pictures I"d say romanzoffiana, Thank you!
there are 2 Spiranthes found in the Pacific NW, and they're pretty difficult to tell apart without close inspection: Spiranthes porrifolia and S. romanzoffiana. Some put S. porrifolia as a subsp. or var. of S. romanzoffiana.
It looks more like the spiranthes (cernua) than the turtlehead, but both of them are restricted to east of the Mississippi.
looks like a ladies tresses orchid, genus: Spiranthes. not sure which species though.
