I can definitely say it's not a horse fly... It didn't buzz and it was flying way too slow
Judging by those wings and the reference material I have to work with, my best guess is a Progressive Bee fly. http://abrahamlincolnsblog.blogspot.com/2011/04/progressive-bee-fly.html
I actually think this is a type of fly, not a moth.
