I was thinking it could be a skimmed? maybe a 4 spotted?

I felt it is Common Pondhawk or Brown pond hawk as seen in following link http://en.wikipedia.org/wiki/File:Common_Pondhawk.jpg
It's hard to say what species of dragonfly this is, but it is in the Libellulidae (Skimmer) family. I do know that it is not a pondhwak; The body is too fat. Male pondhawks are blue with white cerci, and the females are green with black spots on the abdomen. You can check www.odonatacentral.org for checklists of species in your county, and possibly search from there.
