I feel its colebrookea sp or Squirrel tail
Lamiaceae family shrub
It's a willow, genus Salix. Unfortunately, willows are tough to narrow down to species level, especially from photographs. I'm going to make a tentative I.D. of Shining Willow, Salix lucida: http://calphotos.berkeley.edu/cgi-bin/img_query?where-taxon=Salix+lucida+ssp.+lasiandra&where-anno=1.
