Cool photo, those little things are immature pinecones on a cedar! We had a hedge made up of cedars when we lived in Canada :D Ours looked slightly different, so I guess I can rule out white cedar... my guess is Port Orford cedar, Chamaecyparis lawsoniana, or Yellow cedar, Callitropsis nootkatensis.
