Description:

Tall plant with red stalks and white inflorescence at the ends. Long green leaves. This is a perennial herb that is native to California.

Habitat:

In water run-off in shade of tall trees near Lake Hodges

Thank you Ashish for pointing me in the right direction! Based on the location of the finding and images, I've concluded that it's Persicaria hydropiperoides.
Known as White/Red shank or Smart weed.
Polygonum sp or Persicaria sp herb...!!
