I think it's a Lichen. They grow on rocks, trees, outside walls, and other non-moving surfaces. We find them on the east coast in forests where the air is not polluted by cities. http://en.wikipedia.org/wiki/Lichen
Just needs some moisture perhaps? A very slow life form.
