very tiny fly or wasp? abdomen two toned, black above and tan below, antennae base fused, black thorax smooth

Habitat:

on rhododendron leaf surface

Notes:

PREDATION! you can see a stylet like mouth part appear to spear the tiny fly which could be a mosquito.
