Dan ... Just got around to it. You are correct. I believe the genus/species is Panopa helena. Thanks.
This isn't a robberfly, its a scorpionfly. I spotted one a while back for the first time and actually again today. Not 100% of the genus but google images of scorpionfly and you'll see they match.
