This is a buckwheat. Possibly Eriogonum umbellatum (http://en.wikipedia.org/wiki/Eriogonum_umbellatum) or the yellow version of E. corymbosum (http://plants.usda.gov/java/profile?symbol=ERCO14). It is definitely an Eriogonum at least.
