Yes , I live in Walnut Creek. I just visited Ruth Bancroft gardens Recently. Ruth Bancroft is 103yrs !

Yes the Blue creature could be a Blue Dasher Dragonfly (Pachydiplax longipennis)? Maximise the view of the head is the key I think,

Are you sure the blue one is a damselfly? It is holding its wings horizontally like a dragonfly and it has very large eyes that cover the head. Damsels eyes stick out on stalks. It is also rather stocky and damsels are slender. :)
