Description:

Commonly seen where I live, these bears routinely menace my mother's bird feeders.

Notes:

This is the first time I've seen one in broad daylight. This particular bear has been tagged and removed from our neighborhood a few times... he's very outgoing. My cat walked within feet of him.

Looks like that feeder's feeding him, at least a snack.
He seems pretty healthy to me, he's here at least once a week. I think he's just comfortable in this environment, he completely ignores us. I think someone in the neighborhood might be feeding him and encouraging this behavior.
I hope he's not "sick" and out in the day because of that. Maybe he's just hungry and looking for an easy snack of your mom's feeders.
Thank you! I've heard of attacks, but from my experience they either run away or ignore people. Usually though we see them at dawn or dusk, this was taken mid-afternoon!
