This one was spotted in the Cleveland Botanical Garden

That's correct. That picture is from my visit to the Cleveland Botanical Garden, they have a nice green house with a replica of a Puerto Rico tropical jungle.
It looks like a banded morpho (Morpho achilles), but that is a Central American butterfly. Not expected in Ohio.
Although Iwould expect a little more blue it looks similar to a 'blue morpho'
