It looks like a Cross Orbweaver. There's one outside my window now! They consume their web (and any bugs in it) every night (within minutes!) and weave a new one each morning!
I think its very close to Striped Lynx spider (Oxyopes salticus)
Its like a Lynx spider.
looks pretty much like a juvenile European garden spider (Gartenkreuzspinne)
