A small shrub with blue fluffy cotton like flowers which are topped with yellow dots.

Mountains.

Agreed, it's something in the family Commelinaceae; The fuzzy flowers might make it a species of Cyanotis: http://en.wikipedia.org/wiki/Cyanotis; http://www.diversityoflife.org/cgi-bin/dol/dol_terminal.pl?taxon_name=Cyanotis&rank=genus
looks like a species of tradescantia, or perhaps asiatic dayflower (commelina sp)
