I have seen the Myosotis laxa here, but the flowers are quite blue and much smaller.
Don't be fooled by my less-than-optimal white balance on this photo; the flower was quite white, not blue.
I ended up getting the ID from the Oregon Country Fair wildflowers site.
Not sure about that, but they seem quite similar
