A colourful Bug with large green wings.

Habitat:

On rocks near a river.

Thanks to you, at least we have some name on it now. I was very confused with regards to the common name too.
I don't think its P. cheni because that probably comes from China. ( 'neura' in Polyneura - means 'nerves' and describes the pattern on the wings.) The colored saddle on the thorax makes me confident but I don't know the species name.
Any chances, this one might belong to the group of Cicada?
