I do not know what type of flower this is. It lives on a persons balcony above our apartment. My mother wants to know what kind it is so we can get it! Thanks!

The leaf like parts really are leaves (or at least bracts) the flowers are the small trumpets in the centre. Bouganvilleas have very showy bracts in a variety of colours, commonly pinks and purples but also white as in this specimen.
Bouganvillea. It's a climbing plant, though can be kept as a bush, but be careful of the long spikes on the stems!
