This little fellow I found in my small garden in my backyard, residing on tree leave completely invisible, if does not move.

please put on more information if anyone knows.

It's close to leafhopper, maybe some kind of cochineal.

I have found similarly-shaped insects on houseplants (see http://www.projectnoah.org/spottings/5687061). They don't move and appear to be long-lived (how would you know if they died?) and pretty much "stuck" to the plant. Maybe it's a kind of scale.
