The color variation is huge. have a look at the following link: http://www.harlequin-survey.org/recognition_and_distinction.htm. It varies from the form that you describe to orange with 16/17 black spots. I wouls suspect that your photo is the later but without seeing the details of the head, its difficult to be certain.
I thought Harlaquin ladybugs were black though?
Think that this might be the Harlaquin ladybird?
