I'm going to agree on the size issue. This isn't a 3 inch butterfly as compared to the foliage
Using the plants in these photos as reference, this species is far too small for a Florida White. Plus the wing shape is off, the angle of the forewing is much too steep and the edges to fuzzy as well. In addition, the Florida White is not a resident of the Tampa area and has become very rare even in Deep South Florida where it has been common in the past. Finally, the Florida White isn't migratory and it is generally a hammock dweller that is hard to approach and doesn't land low very often.

Thank You Mick!! I saw a lot of white butterflys today, hundreds!! I wonder if they migrate? Lots of yellows, but more whites!!
P.Young713 As there are no obvious black spots or any stripes - Perhaps the Florida White might fit?
