Habitat:

Spotted in a front yard in Poway, California.

Really? It seems far too small to be an iris, I've never seen the seed pods like this either, but I have this link that proves you could be correct: http://en.wikipedia.org/wiki/Iris_(plant)
I've ever seen anything like this plant before, does anybody have an idea of what this could be?
